Born in County Wexford, Anna was the daughter of James Cullen (1850-1927) and Johanna Westnott (1850-1884). She was christened in the Catholic church in County Bannow according to a record at the Diocese in Ferns. Her siblings were Mary (1875-1950), Julia (1879-1962), and James (1884-1968).
Anna and her sister Julia emigrated from Wexford to Chicago, Illinois and worked as maids. Anna married Chicago police officer Charles Eitz in 1904 and had five children.
Anna was widowed in 1944. She lived in Chicago until her death in 1967.
