James Stephen Lowery was born on 10th February 1899 in the parish of Kilbannon, Tuam. Co. Galway. He was the son of Michael Lowery and Bridget Glynn. Michael was originally from Clonbur and Bridget a Kilbannon local. James had a number of siblings including John, Mary Bridget, Michael Joseph, Nora (known all her life as 'Baby'), William and Patrick.

James was well-versed in the Classics and held a Bachelor of Arts degree from St Patrick's in Maynooth. He left Ireland for a time in the 1920s, to teach English to students in Cairo, Egypt.

In 1947 James applied for a certificate to act as an auctioneer in his home town of Tuam and in 1949 he was appointed Commissioner for Oaths.

James worked for many years as the District Court Clerk in Tuam Courthouse.

James died in 1975 and is buried in Tuam graveyard.
