The records of the Congested District Board appear to be found in various places online. For instance under various records of the Landed Estates website http://www.landedestates.ie/ and http://landedestates.nuigalway.ie/LandedEstates/jsp/refsource-show.jsp?id=238 . Some information regarding local dealings of the Board can be found in the various County Library Archives http://www.galway.ie/en/Services/Library/Archives/ abd the Special Collections of the James Hardiman Library at NUIG http://www.library.nuigalway.ie/collections/specialcollections/ . However the best source of information regarding the working of the Congested Districts Board appears to be the book by the Four Courts Press http://www.fourcourtspress.ie/product.php?intProductID=356 . The photograph collection pertaining to the Board is held in the National Library http://catalogue.nli.ie/Record/vtls000033747.
As for the Land Commission information, it may be possible to get some of these records from http://irishgenealogical.org/research/heritage-centers/county-dublin/irish-land-commission-records-branch .
