By the mid 1800s most of the old city graveyards were closed, and burials took place in the new cemeteries outside the city - Glasnevin (Prospect), Deansgrange or Mount Jerome (Protestant).
There's a likely burial for your Sylvester Kelly at Glasnevin Cemetery - reported age 75 which matches his Workhouse entry and civil death (as Silvester), his residence/address includes the words Workhouse and Union which also fit.
The website is dctrust.ie (Dublin Cemeteries Trust) which is a pay-website, for a small fee you can view the burial register. For a workhouse death the urial may be a a shared area.

Thank you, Shane. Your reply confirmed the information that I have.I signed up for an account to be able to see what you mentioned and thought that an image of the record would be nice. I entered the info that you mentioned and searched received the dreaded message, No Results Found". Can you offer any tips or tricks that may get me to the desired result? Regerdless, thanks again for finding this for me. Kevin Kelley

I've attached a screenshot of the search - the year is set to exact 1870
In addition to the surname and initial in the search, I included the term 'workhouse' for the address for confirmation, the result extract includes the age which matches the death record.
I've also included a direct link to search search result - which may work for you... it shows three Kelly deaths in a workhouse during 1870 (all have an S somewhere in the firstname)

Shane, I have to say thank you, again. Thank you for your help. I must assume that the problem was the "vagaries" of a different search engine. Kevin Kelley
