Welcome to ireland Reaching Out!
I was responding to your message on friday and our site went down and stayed down until this morning.
You mention the 1841 census. There is no 1841 census available for Co. Kilkenny but there are fragments for some counties. Were you possibly referring to an Old Age Pension census search form?
In any event, I looked at the 1849 Griffiths Valuation head of household listing for Thomastown civil parish and there were no Skipall or Tippall records. There was a James Shortall in Thomastown and I'm wondering if this is the family surname?

No this lady first appears on the 1841 british census in the parish of Docking Norfolk aged 42 Birth place Ireland.By tenuous connection a Frances Graves is buried in Thomatown Kilkenny presumably having to return to her native county for burial
