We probably need some first names and approximate birth years as there are lots of these surnames on record in the parishes you listed.
www.rootsireland.ie/ (subscription site) has Ballyneale R C baptism records for Cleary, Norris & Galvin (none for Joy) in the 1800's but none has an address - only the parish is given!!
There are lots of baptisms for each name in Carrick-on-Suir both R C (from 1794) & Civil from 1864

The Tithe Applotments (free at http://titheapplotmentbooks.nationalarchives.ie/) have records from the early 1820's & have 4 Joys, 309 Clearys, 22 Norrises, 5 Galvins & 1 Galvan; you can search by parish
If they didn't leave till later 1800's Griffiths Valuation (1848 to 64) is also free & can be searched by parish
Disappointingly, the 1851 Irish Census has none of any of the surnames in Tipperary!
