Im just going through the 1821 & 1831 census records trying to find any relatives of my ggg granny (uncles, cousins etc)
If people with the same surname (eg breslin/breslan) lived close to each other could it possibly be assumed they are related in some way?

They would likely be related but not in all situations. I can give you an example from my own family. My great-great grandfather, John McDonnell, lived in East Co. Mayo and was married in 1837. There were other McDonnells in the same area and I thought it was likely we were related to those families but DNA autosomal testing did not show a match. However, through Y-DNA testing, I discovered that my McDonnell line actually originated in West Mayo and either my great-great grandfather John or his father migrated across the county likely for a work opportunity. So you can not always assume that people with the same surname in a given area are related.
