1825 is too early for marriage registration, so there will be no marriage cert, marriages registration started in 1864, or 1845 for non-Catholic Marriages, however there may be a church record.
RootsIreland pay-website has transcript of many RC and CofI church records for Waterford City and county and their index in showing a potential match for the marriage of Michael & Sarah. The year is 1825, and it's listed under Trinty Church of Ireland parish in Waterford city. You need to purchase a few credits to view the transcript, bear in mind that early church marriage records like this one are often quite basic, so I would not expect to see father's names etc, but there may be a place of residence for the bride or groom.
