There?s a record of a marriage for William Ruske to Elizabeth Meeklim, registered in Clones 1856, Volume 3, page 761. That looks likely to be the parents you are interested in. I?d order a copy of that to see where they were living and what their fathers names were etc. You can obtain a photocopy from GRO Roscommon for 4 euros. Be sure to quote the location, year volume & page number on the form.
Tradition was to marry in the bride?s church (which should be named on the certificate) so that would be the place to start looking for her baptism, and that of any siblings.
Griffiths Valuation records that a William Rusk lived in Rooskey Lane, Monaghan town in 1860. Can?t say whether it?s your family as there isn?t sufficient information yet but the marriage certificate may give clues.
There were 23 people named Rusk/Ruske in Co. Monaghan in the 1901 census. 5 were Presbyterian (all one family) and the others were al Church of Ireland. So if you don?t know your family?s exact denomination and intend searching church records for baptisms etc, I?d start with Church of Ireland. (Copies of the parsih records are held at the RCB (Church of Ireland HQ) library Dublin and also in PRONI (the public record office), Belfast. You?ll probably need to get someone to search them for you, as they are not on-line).
