I am looking for any information that could be connected to my ancestor, Thomas Phelan. I cannot find anything about him until the 1871 census in Wakefield, England outside of the fact that he was born in Castleconor, Sligo, Ireland in abt. 1848.

Welcome to Ireland Reaching Out!
The RC records for Castleconor RC parish start in 1854 https://registers.nli.ie/parishes/0743 so when I searched on the subscription site Roots Ireland no Thomas Phelan records were available in that parish.
I also checked the 1858 Griffiths Valuation head of household listing for Castleconor civil parish and there were no Phelan records. https://www.failteromhat.com/griffiths/sligo/castleconor.htm
I assume you do not have the names of his parents or any siblings.

Unfortunately not as the first record of him is when he is an adult and married in England. I found a record in the 1860s census with a Thomas Phelan with a father listed as John Phelan. The age is about right, but the father is listed as a widow. I cannot be sure if it is the right family. There is a Catherine listed as a daughter who was born about 1856 and a son named Michael born about 1858. Both born not in Ireland. I believe Thomas and Esther married in 1865, but only can get the registry book and not the actual certificate.
