Looking for the name of a RC church in Killegney or Clonroche or local cemetery where Garrett Rochford was buried in 1877. He died in Killegney. Was there a poorhouse in the area?

Killegney is a civil parish in Co. Wexford. Records for the corresponding RC parish of Killegney/Cloughblawn begin in 1816.

One more question if I may. From this death registration would I be correct in thinking Killegney is the smallest land division and Clonroche the next and so on?

The smallest land division is actually the townland. These can actually be quite large or very small. Townlands make up parishes. Killegney is a civil parish and will be divided into townlands. In your case, Killegney is also the name of a townland:
Townland: Killegney
Parish: Killegney
Poor Law Union: Enniscorthy
