Hello, I am seeking a birth/baptismal record or any other information on my relative, Richard Dollard. His Spanish American War enlistment papers list his place of birth as Dysart/Dysert and date of birth as May or June of 1868. Any information would be greatly appreciated. Thank you.

You could get a copy of the civil record of Richard’s birth. Civil registration records are available from the General Register Office (GRO). These start from 1864. You can access the website here: http://www.groireland.ie/research.htm
This record would give you his parent’s names, his father’s occupation and possibly their place of residence at the time of his birth.
I did a search on familysearch.org for the Dollard name in county Clare, there were some results and there is a Richard Dollard among them.
His date of birth is given as June 1864. I am not saying this is definitely your Richard but have linked it for your consideration.
Using the parent’s names on the records, I think this is the same family on the 1901 census (there is only one Dollard recorded on the 1901 and the 1911 census).
