As you can see from the link below, Gallen is a Civil Parish in Co. Offaly. Its corresponding Roman Catholic parishes are Cloghan and Banagher (sometimes referred to as Gallen  and Reynagh):

Records here begin in 1811 but there are a lot of gaps, notably 1812-1829.

In relation to your search you could try www.familysearch.org or www.rootsireland.ie (a subscription site) for information on your Tracy ancestors. You may also be interested in searching the Tithe Applotment Books 1823-1837 and the Griffith?s Valuation on the basis that James' family may have leased land in the parish.
