Welcome to Ireland Reaching Out!
Did you ancestors belong to the Church of Ireland?
Can you clarify who was born in 1857? Great-grandfather or grandfather?
I located a possible baptismal record in 1849. See transcription below.
The only Andrew Irwin in the 1858 Griffiths Valuation for Co. Sligo lived in Knocknahur South townland in Kilmacowen civil parish.

You would need to join a subscription site that has Petty Session records. Find My Past is one source and the Ancestry World subscription is another.
I can see from Find My Past that there was a constable named in Andrew Irwin who was in Co. Tipperary in the late 1880s because there were a number of records where he brought people to court. Could be a differnt Andrew Irwin. Did not see any Belfast records but they could be there.
