Born in County Galway, Judge Keogh was a rather unpopular figure in 19th Century, so much so that many newspapers refer to the burning of effigies of the man, (like the one pictured above from Co. Clare).

Having studied as an undergraduate in Dublin, he was called to the Irish Bar in 1840. He became Minister of Parliament for Athlone in 1847, Queen's Council in 1849, Solicitor-General in 1852 and rose to the ranks of Attorney-General in 1855.

The main reason for the general dislike was of course the severe sentence handed down to Fenian prisoners in the 1860s. The Irish newspapers were intensely critical of him especially after he took office as the Solicitor General for Ireland, when his party members from the Irish Independent Party pledged not to do so. His name became associated with the betrayel of one's political convictions.
