Lady Frances Vandeleur was the daughter of the 1st Marquess of Drogheda, Charles Moore. The Earls of Drogheda were the second largest landholders in Co. Kildare (see Moore Abbey, Monasterevin where the famous tenor, John McCormack, would later reside).
Her mother was Lady Anne Seymour-Conway, the daughter of Francis Seymour-Conway, 1st Marquess of Hertford.
She was the youngest of eight children, including Charles Moore, 2nd Marquess of Drogheda (who went insane age 22), Henry (father of the 3rd and last Marquess), and Elizabeth, Countess of Westmeath.
On 17 Nov 1800, Frances Moore married THE RT HON JOHN ORMSBY VANDELEUR (1765-1828), Commissioner of the Customs for Ireland, MP for Ennis. She brought a fortune of £6,000 to the Vandeleur estate in Counties Clare and Limerick.

Ireland’s second widest street – Frances St, Kilrush, County Clare was named after her, as a wedding gift from her husband.
