There is some background which you should be aware of. The poster (Stephen) initially wrote to our info email box. Some info was already provided by Kieran Jordan. See below.

Hello Stephen, it ay be difficult to locate the exact house in Hill Street, Dundalk, house numbers on the census are not street numbers but administrative numbers for the census takers and is the number on their list.
The parents are from Monaghan which you have already done, Hill Street is still there on the Dublin side of Dundalk, it may actually be in the parish of Haggardstown as mentioned previously or the baptism took place there as it is just south of Hill Street and may include Hill Street.
Her father had a good job with an insurance company which explains the movement of the family. Because of this it is unlikely there is any neighbours about that would recall them etc
South of Dundalk and Haggardstown has developed extensively in the past 20 years and is a very urban area now.
There are a few Facebook pages dealing with Louth and genealogy or just older photos etc but again unlikely to be much assistance.
I live in Drogheda about 23 or so miles from Hill Street, it is very accessible by bus and train if travelling by public transport and not too far out of the town centre etc
With the information available currently you are not looking for impossible records but maybe the genealogy centre in Dundalk Library and archives might have something to assist. See https://www.louthcoco.ie/en/services/archives/ I think the library is separate to the archives.
Let me know if you have any further queries.

https://www.census.nationalarchives.ie/pages/1911/Monaghan/Inishkeen/Drumboat/798591/ Note Bridget Boylan is Patrick Boylan's mother and a widow, his first son is named Peter. I think Bridget Boylan is Louisa's grandmother and Patrick is a brother of Catherine.
