Owen was the son of Laurence Daly and Honora (Nora) Quinn; the grandson of Daniel Daly and Alice Flynn.. He was born in Ballymacmague, Dungarvan Parish, County Waterford; the sponsors to his baptism were John Quealy and Mary Quealy. Owen was next to the youngest of seven known brothers and sisters; Daniel b. 1825, John b. 1827, Alice b. 1828, Patrick b. 1830, Laurence b. 1832, Mary b. 1834, and Catherine b. 1841.

Owen immigrated to the U.S. sometime between 1865 and 1870. He was married to Mary Kane in Yonkers, NY at Immaculate Conception & St. Mary on 19 Feb 1871, Bernard May, (Owen's brother-in-law) and Ellen Tracy were witnesses. Owen became a naturalized citizen 13 Mar 1876.

Owen and Mary had five children; Lawrence born 1873, Thomas born 1874, Hanna AKA Anna born 1876, John Born 1879, and Mary born 1881. Thomas died before 1900.

Owen and three of his sisters, Mary Daly, Alice Daly Spratt, and Catherine Daly May all lived in Yonkers. Owen died six months before his sister Catherine did.
