Patrick McLoughlin was born in Kiltrustan, a small townland outside Strokestown, in the county of Roscommon, Ireland. His parents were James McLoughlin, a small farmer, and Bridget Igo. His siblings included Anne, Agnes, James, Frances, Bridget and Daniel.
About 1870, Patrick left his home for Wellington, New Zealand, where he worked as a labourer. He married Elizabeth Jane Marshall on 11 Mar 1872.
