Hi Cliveharry, at that remove Irish records are almost non existant as regards BMDs unless there is a historical reason, you could try mailing the library in Mullingar or the Westmeath Archives. There is also a list of genealogists on the National Library of Ireland website, they should price the work before commencement.
I searched the Down Survey site and there is I Gambell (William) person in Kilkenny in 1670, this is post plantation, http://downsurvey.tcd.ie/index.html there is also a subscription site here showing location of the name in the late 1800s etc, you can so a little searching for free https://www.johngrenham.com/
The Hearth Money Rolls (Tax Payers) for Mullingar in 1666 appear to exist but I cannot access, the library may be your best bet. http://www.westmeathcoco.ie/en/ourservices/library/explorewestmeath/localstudies/
