I am looking for any record for Hugh Hogan, born in Tipperary, probably in the area of Cashel, who immigrated to Canada in the mid 1800's, with his wife Julia Simmons (or Symmons) and at least two children, John and Matthew.

Have you tried looking in Church records? Most Catholic records are held locally. One website which may be useful is the irishtimes website. Here they give an overview of what records are available in specific parishes. For the parish of Cashel follow this link:
For Church of Ireland records, check http://ireland.anglican.org/about/42 and http://www.nationalarchives.ie/. The Anglican Record Project is has created an index to their records: http://ireland.anglican.org/cmsfiles/pdf/AboutUs/library/AngRecord/bunclodyunionindex.pdf
You could also check for some record of Hugh in the land records pertaining to Ireland in the 19th century. If you know his parents' names you could search for them also. There are two:

and Griffith's Valuation found at http://www.askaboutireland.ie/griffith-valuation/
Have you looked into his emigration? Generally more information was given at the port of arrival rather than that of departure. If you knew where he entered Canada it may be a place to find more information. A good place to start your search for immigration records in Canada is the National Library and Archives website found here:
