Roger McHugh, Catholic, born abt 1797. Married Catherine 6 Feb 1823 Tawnagh. Immigrated Mar 1847 from Liverpool to New Orleans, Louisiana. Had 6 children in Sligo: William, Bridget, Margaret, Barney, Roger, Jr., Catharine (all born between 1831 - 1842). Believe Roger's father was William.

The RC parish corresponding to Ballysumaghan civil parish is Riverstown. The subscription site Roots Ireland has Riverstown records back to 1803. https://registers.nli.ie/parishes/0565 As you indicated the 1823 marriage record is available but none of the baptismal records. Possibly they moved out of the parish after the marriage?
I also looked at the 1824 Tithe records for Ballysumaghan parish and there were ten McHugh records listed including a William and a Rodger. Likely the Rodger was not your ancestor but possibly a relative. http://titheapplotmentbooks.nationalarchives.ie/search/tab/results.jsp?…
