Hi John
I checked a few sites for Minellys
The only birth/baptism record on www.rootsireland.ie/ (which charges) for a Minelly is the birth record of Elizabeth Minelly 1886 Donegal. The record would have the parish and MAYBE the parents' names (Joseph's siblings perhaps?)

There are no Minelly marriage records but there is 1 death/burial record & it is also in Donegal:
Jane Minelly 1895 aged 85 so born 1810
http://ifhf.rootsireland.ie/quis.php?page=1&confirmPageView=YThe record should have a burial place to look for other Minellys
The 1911 Irish Census doesn't have any but the 1901 has 1:Joseph Minelly Tircallen Stranorlar Donegal. Looks like he was a servant and was aged 40 so born c 1861 - could this be your man?
The censuses are free online

There are no Minellys in Griffiths Valuation 1848-64 (free) or the Tithe Applotments 1823-37 (free)
No luck on nidirect, PRONI or Family Search
I tried ancestry with no luck but then googled Minelly surname and got an ancestry reference which has Joseph born 1832 parents ROBERT MINELLY and ELIZA ALLEN married Agnes Dempster had 3 children and died in Scotland 1881
