One of the issues with your search is the fact that there are not many parishes in north west Donegal where records for that time period exist. That area was particularly hard hit by famine and emigration. While there are some parish record sets that begin prior to the Great Famine many do not start until the 1850s or 1860s. I couldn't locate baptism for Hugh in Co. Donegal.
You don't say what religion he was, do you know? There is a marriage for a Hugh 'Diver' in Letterkenny in 1858, did he marry in Ireland?
