I am also researching Hogans in Monsea - My 3 x great grandfather was Jeremiah Hogan who married Ann Whelan in 1846 in Borrisokane.  They lived around Monsea most of their lives.  Lulu has kindly put me in touch with a cousin who I will be meeting in Puckane at the end of June.  If you would like to correspond to see if we are related, please contact me at julie.quigley@tech2u.com.au.  As I am travelling around England at present, response time is slow as I have to find wifi to be able to do any work.  By your dates, I reckon your William could possibly be a brother or cousin to my Jeremiah.  One thing I have found out already is that my Hogans are from Ardcroney originally.  Maybe worth trying for you?

Im sorry that I didn't get back to you more quickly-  I have had a look at parish records on rootsireland.ie, and I do not think that your family came from Monsea parish- I have outlined my search below, and found a possible family in south Tipperary-

Looking at children born to a William Hogan and Mary in a Monsea parish, I came up with 15 matches in Monsea parish on rootsireland.ie.

The following occurs-

William and Mary, killadangan had 

Conor in 1835, Honor in 1837 (different to the Honor below), William in 1838, John in 1841, Mary in 1846 ( her mother, Mary 's surname is transcribed as Kennedy), Bridget in 1848, Margaret in 1853, Ellen in 1855

William Hogan and a Mary Kennedy married in 1845

William and Mary, Ballyanny had Honor in 1837, Martin in 1840, Michael in 1843, Patrick in 1848 (  mothers surname transcribed as Hanny), 

Did not find a marriage record for these,

William Hogan and a Mary Reddan married in 1855 and had the following-

William  in 1856 ( mother's name Reddin)

And Thomas in 1858

I don't think that your William and Mary matched any of the above so

Then I looked for a William married to a Mary Casey/ Carly -  did not find a match but found a William Hogan married to a Mary Carty in 1836 in Cloughjordan.

They had the following- catherine in 1836, Bridget in 1838,Ellen in 1840, Mary and Michael in 1840

So then I looked for an Andrew Hogan who was born to a William and Mary- and found the following family- William Hogan and Mary Carey in Powerstown, South Tipperary had the following:

Andrew 1841, Margaret 1843, Mary 1843, William 1847, Anastasia 1847.

There is a William Hogan born 1818 to John Hogan and Mary Heffernan in Powerstown

Perhaps the above are your family?
