I located a death record for a William Rossiter in 1864 who was born in 1779. ( There were no death records in 1865 or 1866 for someone born in the 1700s). Civil registration did not start until 1864 so if your William died in the early 1860s, there is no civil record. In any event, if you want to get a copy of this record, you need to contact the GRO. Use this link http://www.welfare.ie/en/Pages/Apply-for-Certificates.aspx Hit the link for a death certificate in English. You will probably get  a screen asking for a User Name and Password. Hit cancel and the form should appear. Fill out the form, provide the year of death, registration district ( Wexford) and the volume and page number ( 14 and 541). Make sure you ask for a copy which costs around 4 euros. You can ask the GRO to e-mail you the copy.
