Welcome to Ireland Reaching Out!
You don't mention the religious denomination of the family. RC records for Enniscorthy start in 1794 http://registers.nli.ie/parishes/0593 I was not able to find a baptismal record on the Find My Past data base but if Richard was not RC, the record would not be on that site.

Hi Gary, Apologies for the late reply but I just came across this post. If Richard was COI, there was a Richard Martin born near Ferns to Thomas Martin and Esther Griffith in 1799, baptised 17 Mar 1799.
My gg grandfather was Richard Martin, born abt 1824. Through a DNA match, I have found distant cousins descended from Christopher Martin who lived in Tomsallagh, Clone, Wexford. Christopher and Thomas were brothers and apparently married sisters.
