Pretty sure he was born in southern Ireland Tipperary,Cork,Waterford,Kilkenny,Limerick etc
NOt sure where though! Have no definitive references.

The Tobin surname is quite popular in the Dungarvan area of County Waterford and some of the Church Records are now made available at the Library here. But there will be quite a few Michael Tobins born in the same years so you will have a bit of a problem. As you know the public records only start in 1864, before that are the Church records.
