Hi,
Thank you for your message.
Was Catherine born in Kilmoleran parish? If she was you could try looking at church records in the parish. Most Catholic records are held locally so you may need to write to the local parish priest for possible assistance. One website that you may find useful is the Irish Times where they give an overview of what records are available in specific parishes. It also shows you where copies of the records are available. Kilmoleran civil parish belongs to Carrickbeg Catholic parish. TO see what is available there follow this link:
As you can see from the above link Waterford Heritage Services have copies available. Here is their email if you would like to contact them, however please note a fee may apply: mnoc@iol.ie
I did a search for Tobin?s in Kilmoleran in Griffith?s Valuation. This is a property valuation survey that was carried out in Ireland 1848-64. I found some results for a landlord called Catherine Tobin in the parish 1850..I wonder if this is your Catherine?s mother?
There is also a record of a John Tobin in the parish.
Have you tried looking into her emigration? Sometimes more information can be found in immigration records so it may be an idea to look into it. Here is a link to the US NAtional Archives information on immigration records:

Some other general websites that you may find useful are:
The National Archives of Ireland http://www.nationalarchives.ie/genealogy1/genealogy-records/introduction/
The National Library of Ireland http://www.nli.ie/en/family-history-introduction.aspx

From Ireland: http://www.from-ireland.net/
Waterford Library: http://www.waterfordcountylibrary.ie/en/localstudies/
Please be patient - as our programme has only begun to rollout across the island of Ireland and volunteers in some areas may not yet be organized.
Kind regards,
