The Irish government has a free site www.irishgenealogy.ie which has church records for the Diocese of Cork and Ross which includes the parish of Ballingarry/Clontead. Use the Church Record Tab. I located only one Jeremiah Duggan baptismal record in the parish in 1811. Possibly this is the record for your friend's ancestor.
