Stephen:
Welcome to Ireland Reaching Out!
Civil registration of births did not begin until 1864.
I checked on the free site www.irishgenealogy.ie I located an 1828 baptismal record for a James Cripps in the Roscarbery area, however, the record was in the RC church. See below. I did not see an Ellen Cripps record around Bantry in the 1830s. If they were baptized in a Church of Ireland parish, the record may or may not be available. See this link which shows the status of Church of Ireland records. Many records were lost in the 1922 fire at the Public Records Office, some are held locally and other are at the Representative Church Library in Dublin.

Thanks Roger for your quick response
He states he was born on the 28th May 1829. Wonder if it his a different James. I have his parents down as Thomas Cripps and Margaret Kingston. Think that is probably correct as when he was in Australia with the 99th Regiment of Foot he remitted money back to him in Ireland. This family was also involved in the Kingston Estate
Will just have to keep looking!
