Fran:
The baptismal records for Ruan/Dysart RC parish start in August 1845 so it is unlikely that records for Stephen Ballinger and Ellen Fitzgerald exist. https://registers.nli.ie/parishes/0783
I searched the subscription site FindMyPast and found the baptismal record for Ellen on September 16 1846 in Ruan/Dysart. There was no record for Thomas so I searched the parish register for 1848-1850 and did not see his record.
I searched the 1855 Griffiths Valuation head of household records for Ruan civil parish and located a Martin Ballinger living in Moyree Commons townland. https://www.failteromhat.com/griffiths/clare/ruan.htm The surname Ballinger is rare so I assume Martin is related to Stephen.
