The subscription site Roots Ireland has seven Philip Sullivan baptismal records all in Co. Cork between 1822-1826. There was one record for 1824   Philip Sullivan baptized June 6 1824 father Cornelius Sullivan mother Mary Callaghan Kanturk RC parish

Also, the free site www.irishgenealogy.ie (which has records for the Diocese of Cork and Ross) has five Philip Sullivan baptismal records between 1822-1826 including another in 1824 Philip Sullivan baptized in October 1824 (no exact date provided) father Jeremiah Sullivan and mother Bridget Kenefick church Tracton Abbey

You will need other sources which might identify his parents names so we can determine if any of these 12 records are for your ancestor. Have you considered DNA testing?

My son has done the ancestry DNA test but as yet not received anything concrete
