Hello.
My mother was a Tully and she was born in St Helens, Lancashire. Her father was Matthew Tully who was born in Skelmersdale and Ormskirk district of Lancashire (1897) as was his father Edward (b1856). HIs father was Hugh Tully/Tulley whom we believe was born in Ireland c1821 and arrived in England 1851 to 1853 along with his father, Edward (born c1790).
We think that they hail from the Township of Kill in Co Cavan which translated in family stories to coming from Kells, Co Meath for some reason...the DNA evidence suggests it should be from Kill.
Hopefully, someone can point me in the right direction for the birth and marriage records for Hugh Tulley/Tully born c1821 and who left to live in England. That would be just fabulous.
A second cousin has gained a report from Ancestry who found some Edward Tulleys owning parcels of land in Co Cavan (Keenaugh, Oldcastle, Crosserlough which is near Kill).Some other references in Drung.

You don't mention the religious denomination for your ancestors but I will assume Roman Catholic. The subscription site Roots Ireland has baptismal records for that parish starting in 1830 and marriages in 1843. I searched for baptismal records for Hugh Tully with father Edward around 1820 and did not find a record. I looked for marriage records for Hugh Tully and the only record I found was a September 9 1852 marriage for a Hugh Tully to a Rose Smyth in the Killinkere RC parish. Likely not your Hugh Tully but I thought I would share the record.
So it appears that there are no RC church records for your ancestors.
The Ancestry records that your second cousin found are Tithe listings from the period 1828-1834.
Here is the 1828 record for the Edward Tully in Keenaugh who was leasing a little over six acres of land.

Wow. That's so helpful. Your help is really appreciated. There's a suggestion that Hugh (b1821) had a brother called Bernard so maybe it' not really Kill where they came from. M

Roger. You could have struck gold with that 1828 Tithe listing!
The Ancestry report says that there is a link to the Gaffney familty tree (can't be sure why) and a branch of them from Drung parish, Co Cavan via dna connections with descendants in USA from a son of Hugh Tully and Mary Moran (where Edward jnr also comes from). They can't be sure but the Moran side is said to come the Westport and south Co Mayo connection for the Moran family (who also moved to Lancashire). I bet they travelled together and knew each other hence the 'coupling' of their grandchldren.So exciting... M
