Man in uniform from 1920-1925

Hello - I have a picture of a man who I think is my grandfather, but it could be his brother, in an army uniform. I do not know who the woman is, but it could be a sister. I have a good amount of information on my grandfather Vincent Bernard Reilly (Reilly on his 1902 baptism certificate, O'Reilly on his 1925 Irish Passport) from Mullagh in County Cavan. I know little about, and never actually met, his brother, Gerald O'Reilly, born 1900. Vincent emigrated to Philadelphia in October 1925 and Gerald in May of 1926. Any help is appreciated. I know nothing about the picture and am awaiting word on whether I can get the original to potentially ascertain the origin, perhaps with additional info on the reverse. Thank you!
