The National Library of Ireland believe this to be Baby Cox (and some furry friends). The image is part of the Library's collection and was captured c. 1899.
The 1901 Census reveals a Cox family in Tramore, the only one resident there. The family lived in Green's Lane in the town, though from a search of that Census, it seems that this child is not recorded, though a 5 year old brother, Michael is. The parents are listed as father first name James and mother first name Piersess. In 1901 James was a retired Timber Merchant.
