Arthur Hunter Palmer was born in Armagh on the 28th of December 1819. He was educated in Dublin.
In 1838, Palmer emigrated to Australia. He first arrived in Sydney and promptly took up employment with a politician.
He later moved to Queensland where he was elected to parliament as a member for Port Curtis. On the 3rd of May 1870, he became the the Premier and Colonial Secretary. In July 1873 he became the Secretary for Public Works. In 1879 he became the President of the Queensland Legislative Council, a position which he retained for the rest of his life.
In 1865, Palmer married Cecilia Jessie Mosman, with whom he had five children.
Palmer died on the 20th of March 1898 in Queensland.
