Henry (Harry) Ingham Ussher was born on 31 March 1882. He was the son of Christopher Ussher and Olivia Ruttledge of Eastwell, Loughrea, Co. Galway.

He was educated at Oundle School, Oundle, Northamptonshire, England. He was a noted amateur rider. "His distinction as an amateur rider, especially over fences, added to an instinctive genius for training and placing the horses in his care, brought him immediate success." (Irish Times 13 Feb 1947) In 1910 he trained and rode Ashbroke to victory.

He also was a racehorse trainer and when he retired from raicing, he became a trainer full-time. He had horses and stables at the Eastwell Estate where he also had a jockey hospital. He also had stables at Brackenstown. The Ussher Stables turned out seven Galway Plate winners, and in 1920 Harry Ussher trained the winners of all the races on the opening day – except the plate itself.
